Context Manager builds a compact index of a project and uses it to identify code that may deserve a closer look together.
Behavior
The cm command records files, code spans, documentation, and fingerprints in PROJECT.cm. Incremental indexing updates the parts that changed.
Resemblance detectors produce candidate pairs. A review ledger records decisions about those pairs so the same finding can be considered in light of earlier work.
Scope
The index is a map of the codebase. It does not choose an agent's conversation context or act as a retrieval service.
A similarity finding is a reason to inspect two pieces of code. It does not establish that they have the same behavior or should be merged.
